When around 50 poaching boats are seen in Nayaru and Kokilai, the Navy seizes just one of them and claims to have acted, he told journalists.
With the Navy apparently taking no action against the poachers, he warned this could lead to a mid-sea clash between the parties.
With a fleet of around 890 small-scale fishing boats in Mullaitivu, he said they would take the matter into their own hands if no preventive action is taken.
