The JVP is against the 13th amendment to the constitution, said its politburo member Sunil Handunnetti.
Joining the Derana 360 programme, he said that when provincial councils were introduced, it differed from 13A over police and land powers.
Those powers are in the constitution, but cannot be enforced in Sri Lanka because the people are against it, he said.
